Competences - COMUE Université Bourgogne-Franche-Comté


UBFC carries out its missions based on the three following types of competence:

These competences are fully exercised by UBFC, whether in decision-making, allocation of funds, or fund implementation. UBFC institutions are no longer in charge of these competences transferred to UBFC, but they can be operators of the related actions.

These competences are listed below:

  • Prepare and ratify the multi-year site project, and prepare the multi-year UBFC-State contract. The site project is an overall strategy led by UBFC for its member institutions in order to develop higher education at the Bourgogne – Franche-Comté scale.
  • Lead and coordinate structuring projects for higher education and research in Bourgogne – Franche-Comté, notably the Investments for the Future programmes (“Programmes d’Investissements d’Avenir”) involving all UBFC institutions
  • Define and implement the doctoral and habilitation to direct research (HDR) policies, more precisely:
    • the certification procedure
    • PhD student enrolment
    • HDR applicant enrolment
    • the distribution of State doctoral contracts among UBFC doctoral schools (the holders of these contracts remain under the management of the member institutions)
    • the organisation of doctoral training courses
    • the designation of defence juries
    • the issuance of doctoral and HDR diplomas
    • the professional integration of PhD students
    • the promotion of UBFC doctoral studies: UBFC hosts a doctoral college whose role and functioning are defined by internal rules and regulations.
  • Propose a lifelong training offer at the scale of the Bourgogne – Franche-Comté region, implemented by UBFC or one of its member institutions
  • Distribute to the research structures of the member institutions the share of the operating grant that each institution devotes to operating costs, while abiding by potential pinpointing constraints from line ministries
  • Sign scientific production by UBFC PhD students and member institution staff. This scientific signature shall mention “Université́ Bourgogne – Franche-Comté́” in the first place.

This coordination is implemented through collaborations and attunements at the service of UBFC strategic focuses to create added value in fine for UBFC and its member institutions.

Thus, certain competences are exercised by the member institutions themselves, which remain autonomous as to decision-making, budget allotment and implementation regarding these competences. However, these competences must be discussed by UBFC authorities, whose member institutions must be kept informed about all the actions and projects involving these competences.

These competences are the following ones:

  • Oversee the IT policy in Bourgogne – Franche-Comté, in link with that of the member institutions
  • Initiation and oversee a higher-education internationalisation policy in Bourgogne – Franche-Comté́,
  • Oversee the cultural policy in Bourgogne – Franche-Comté́, in link with that of the member institutions
  • Oversee the cross-cutting actions relative to student life and handicap
  • Oversee the communication policy in Bourgogne – Franche-Comté́, in link with those of the member institutions
  • Oversee the training offer of the member institutions, with a view to ensuring consistency of the inter-regional map of training courses. Thus, each UBFC institution mentions its UBFC membership on all the diplomas it issues
  • Oversee the promotion of student entrepreneurship.
  • Oversee the scientific strategies of the research structures belonging to the member institutions
  • Oversee scientific publications.

As a scientific, cultural and professional public institution (“établissement public à caractère scientifique, culturel et professionnel”, EPSCP), UBFC leads all the actions permitted by this status on its own behalf, at the service of the project shared by its member institutions.

Its own competences are the following ones:

  • Issue its own Master’s degree diplomas
  • Create research structures, whether its own or in association
  • Sign partnerships with national and international research organisations
  • Disseminate the results of the research works with a view to meeting the current economic, social, cultural and sustainable development needs, with the help of existing entities such as the “société́ d’accélération du transfert de technologie” (SATT) Grand-Est, Carnot institutes, and technological research institutes.
