UBFC political organisation

The board

It is the main body in-between the President and all his/her team. It meets every fortnight for a whole day. All orientations and draft decisions are taken within its framework. The board paves the way for the other bodies, it evaluates and validates the topics likely to be presented to the other bodies. It also avoids split functioning and ensures that the different actions are cogent, especially as regards cross-cutting disciplinary fields (with consequences and impacts on financial or human resources, or impacts on training and research…). The board is the warrantor of the consistency of the political project and of the proper coordination of the different missions.

 

The agenda is defined by the 1st vice-president, following the requests from the administrative services and the vice-presidents. Then, it is validated by the president. Each topic is the subject of a report written by the vice-president in charge of the file, in collaboration with the relevant administrative service so that the technical questions in link with the file can be taken into account. Each report clearly states whether it is about a piece of information, a debate, or a decision. If the topic needs to be dealt with by other bodies, the report will be more detailed and its presentation will be adapted so that it can be sent to other bodies (Member Council, Technical Committee, Academic Council, Board of Administrators).

The board of administrators

The board of administrators determines and implements the UBFC policy. It is composed of 45 members. Each point of the agenda is the subject of a report. The board of administrators is the only decision-making body. The mandate of its members lasts four years, except the mandate of the representatives of users (two years). The board of administrators elects the president of UBFC, and a vice-president in charge of digital questions and resources. It approves the designation of representative vice-presidents by the president.

The board of administrators determines and implements the UBFC policy. The statutes define its competences.

 

The Academic Council

The Academic Council gathers 79 members. It meets every six weeks on average. It is now structured in commissions and sessions restricted to lecturers-researchers to address questions falling under UBFC competences (HDR, PhDs, Master’s degrees, regular research funds, thematic poles, etc.). The mandate of its members lasts four years, except for representatives of users (two years).

The Academic Council has the role defined in article L.712-6-1 of the Code of education as regards the competences transferred to UBFC. It provides recommendations about the shared project and the common section of the multi-annual contract mentioned in articles L.718-2 and L718-5 of that same code, respectively.

The Academic Council elects its president among its members, on condition that he/she gathers at least the absolute majority of the votes cast in a first-past-the-post, two-round system. The president is in charge of structuring and reinforcing the training/research/valorisation links within UBFC as well as the links between UBFC and its member institutions.

 

The Members Council

It is a special feature of COMUEs. It is composed of one representative from each member institution:

  • Mrs. Macha WORONOFF, President of the Université de Franche-Comté
  • M. Ghislain MONTAVON, Director General of the Université de Technologie de Belfort-Montbéliard
  • M. Pascal VAIRAC, Director General of the École Nationale Supérieure de Mécanique et des Microtechniques de Besançon (ENSMM)
  • M. François ROCHE-BRUYN, Director General of the Institut National Supérieur des Sciences Agronomiques, de l’Alimentation et de l’Environnement (AgroSup Dijon)
  • M. Stephan BOURCIEU, Director General of the Burgundy School of Business (BSB)
  • M.Michel JAUZEIN, Director of the École Nationale Supérieure d’Arts et Métiers (ENSAM), Cluny campus.

The President of UBFC and the President of the Academic Council are invited to the meetings, with advisory capacity.

The Member Council has an advisory role. It assists the President and the board of administrators in the implementation of the UBFC strategic project. It is associated to upstream work and to the implementation of the board of administrators’ decisions. Its competences are defined in article 17 of the UBFC statutes.

Meetings are held on a regular basis because the President of UBFC has wished to go beyond statutory stipulations (at least 3 meetings a year). The Member Council meets every month so that member institutions can be fully implied in the development of UBFC and the heads of the institutions be quickly informed about important subjects, well beyond a strict application of the statutes. Agendas and reports are systematically transmitted to the participants. Vice-Presidents themselves present reports if it is relevant that they should do so.

 

The Congress

The Congress gathers the board of administrators, the academic council, the member council and the board at least once a year.
