UBFC institutions are no longer in charge of these competences transferred to UBFC, but they can be operators of the related actions.<\/p>\n<p>These competences are listed below:<\/p>\n<ul>\n<li>Prepare and ratify the multi-year site project, and prepare the multi-year UBFC-State contract. The site project is an overall strategy led by UBFC for its member institutions in order to develop higher education at the Bourgogne \u2013 Franche-Comt\u00e9 scale.<\/li>\n<li>Lead and coordinate structuring projects for higher education and research in Bourgogne \u2013 Franche-Comt\u00e9, notably the <em>Investments for the Future programmes<\/em> (\u201c<em>Programmes d\u2019Investissements d\u2019Avenir<\/em>\u201d) involving all UBFC institutions<\/li>\n<li>Define and implement the doctoral and habilitation to direct research (HDR) policies, more precisely:\n<ul>\n<li>the certification procedure<\/li>\n<li>PhD student enrolment<\/li>\n<li>HDR applicant enrolment<\/li>\n<li>the distribution of State doctoral contracts among UBFC doctoral schools (the holders of these contracts remain under the management of the member institutions)<\/li>\n<li>the organisation of doctoral training courses<\/li>\n<li>the designation of defence juries<\/li>\n<li>the issuance of doctoral and HDR diplomas<\/li>\n<li>the professional integration of PhD students<\/li>\n<li>the promotion of UBFC doctoral studies: UBFC hosts a doctoral college whose role and functioning are defined by internal rules and regulations.<\/li>\n<\/ul>\n<\/li>\n<li>Propose a lifelong training offer at the scale of the Bourgogne \u2013 Franche-Comt\u00e9 region, implemented by UBFC or one of its member institutions<\/li>\n<li>Distribute to the research structures of the member institutions the share of the operating grant that each institution devotes to operating costs, while abiding by potential pinpointing constraints from line ministries<\/li>\n<li>Sign scientific production by UBFC PhD students and member institution staff. This scientific signature shall mention \u201cUniversit\u00e9\u0301 Bourgogne \u2013 Franche-Comt\u00e9\u0301\u201d in the first place.<\/li>\n<\/ul>\n<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-3452\" class=\"elementor-tab-title\" data-tab=\"2\" role=\"button\" aria-controls=\"elementor-tab-content-3452\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\">2-  Competences coordinated as to the activities and services provided by the member institutions <\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-3452\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"region\" aria-labelledby=\"elementor-tab-title-3452\"><p>This coordination is implemented through collaborations and attunements at the service of UBFC strategic focuses to create added value <em>in fine<\/em> for UBFC and its member institutions.<\/p>\n<p>Thus, certain competences are exercised by the member institutions themselves, which remain autonomous as to decision-making, budget allotment and implementation regarding these competences. However, these competences must be discussed by UBFC authorities, whose member institutions must be kept informed about all the actions and projects involving these competences.<\/p>\n<p>These competences are the following ones:<\/p>\n<ul>\n<li>Oversee the IT policy in Bourgogne \u2013 Franche-Comt\u00e9, in link with that of the member institutions<\/li>\n<li>Initiation and oversee a higher-education internationalisation policy in Bourgogne \u2013 Franche-Comt\u00e9\u0301,<\/li>\n<li>Oversee the cultural policy in Bourgogne \u2013 Franche-Comt\u00e9\u0301, in link with that of the member institutions<\/li>\n<li>Oversee the cross-cutting actions relative to student life and handicap<\/li>\n<li>Oversee the communication policy in Bourgogne \u2013 Franche-Comt\u00e9\u0301, in link with those of the member institutions<\/li>\n<\/ul>\n<ul>\n<li>Oversee the training offer of the member institutions, with a view to ensuring consistency of the inter-regional map of training courses. Thus, each UBFC institution mentions its UBFC membership on all the diplomas it issues<\/li>\n<li>Oversee the promotion of student entrepreneurship.<\/li>\n<\/ul>\n<ul>\n<li>Oversee the scientific strategies of the research structures belonging to the member institutions<\/li>\n<li>Oversee scientific publications.<\/li>\n<\/ul>\n<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-3453\" class=\"elementor-tab-title\" data-tab=\"3\" role=\"button\" aria-controls=\"elementor-tab-content-3453\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\"> 3- UBFC-specific competences<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-3453\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"3\" role=\"region\" aria-labelledby=\"elementor-tab-title-3453\"><p>As a scientific, cultural and professional public institution (\u201c\u00e9tablissement public a\u0300 caract\u00e8re scientifique, culturel et professionnel\u201d, EPSCP), UBFC leads all the actions permitted by this status on its own behalf, at the service of the project shared by its member institutions.<\/p>\n<p>Its own competences are the following ones:<\/p>\n<ul>\n<li>Issue its own Master\u2019s degree diplomas<\/li>\n<li>Create research structures, whether its own or in association<\/li>\n<li>Sign partnerships with national and international research organisations<\/li>\n<li>Disseminate the results of the research works with a view to meeting the current economic, social, cultural and sustainable development needs, with the help of existing entities such as the \u201csoci\u00e9t\u00e9\u0301 d\u2019acc\u00e9l\u00e9ration du transfert de technologie\u201d (SATT) Grand-Est, Carnot institutes, and technological research institutes.<\/li>\n<\/ul>\n<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>UBFC carries out its missions based on the three following types of competence: 1- Competences transferred from the institutions to UBFC These competences are fully exercised by UBFC, whether in decision-making, allocation of funds, or fund implementation.
